![]() Kennedy on Chapter 527 Technical Committee ![]() Douglas R. Kennedy, P.E., Vice President, Director of Transportation Planning in the Chantilly office of PHR+A, is currently serving on the Governor’s Chapter 527 Technical Committee for the implementation of §15.2-2222.1 of the Code of Virginia. He is one of 10 appointees statewide to coordinate and advise VDOT staff on potential changes in the VDOT Traffic Impact Analysis Regulations Administrative Guidelines to implement standardized traffic studies within the Commonwealth. The Chapter 527 traffic study requirements mandates traffic studies for Comprehensive Plans, Rezoning/Special Exceptions, and Site Plans in order to allow VDOT to provide consistent comments for roadway infrastructure as part of the local jurisdiction land use review. The Technical Committee is working with VDOT staff to refine the implementation process, address procedure questions, and develop improvement guidance text. The Committee is expected to meet through July 2008, after which changes in the regulations would require additional public input. |
